A close friend offers you their small car because they no longer need it. Or you spot an online ad where someone is giving away their light quadricycle for free. The idea is tempting, but a free donation of a car without a license is not something to take lightly: between the registration certificate, the technical inspection, and the tax declaration, several steps determine the legality of the operation.

Technical inspection of cars without licenses: the rule that changes everything from 2024

Most online guides treat the technical inspection as a trivial formality. However, the situation for light quadricycles has recently evolved.

Since April 15, 2024, the technical inspection applies to vehicles in category L, which includes cars without licenses classified as motorized quadricycles. Before this date, these vehicles were exempt from it.

In practical terms, if you receive a donation of a small car, the donor must provide a valid technical inspection. Without this document, the prefecture (or the ANTS website) will refuse to issue the new registration certificate. A non-compliant vehicle or one without an up-to-date inspection thus becomes legally unusable, even if it was given to you for free.

For the donor, this represents a cost to anticipate. A quadricycle that has major failures during the inspection must be repaired before the transfer. If the repairs are too expensive, the donation loses its economic interest. Check the mechanical condition of the vehicle before accepting anything.

Obtaining a free donation of a car without a license therefore requires ensuring that this technical step is already settled, or that the donor agrees to take care of it.

Declaration of manual donation: the tax obligation online since 2025

You might think that a donation between individuals, especially for a low-value vehicle, does not interest the tax administration. This is not the case.

A car donation (with or without a license) legally constitutes a manual donation. The recipient must declare it to the tax authorities. Since decree n° 2025-1082 of November 17, 2025, this declaration must be done online on the tax website, and no longer via the paper form 2735.

Why is this declaration so important? Because it sets the date of the donation and determines any potential donation taxes to be paid. Between parents and children, a generous tax allowance applies, and the value of a used small car rarely exceeds this threshold. Between individuals without family ties, the taxes can be higher.

Risk in case of forgetfulness

Failing to declare a manual donation exposes you to a tax reassessment with late interest. The administration can reclassify the transaction if it discovers the change of ownership on the registration certificate without the corresponding declaration. The risk is low for a low-value vehicle, but it exists.

Registration certificate and free transfer: the documents to gather

The process for changing ownership for a donation follows the same circuit as a classic sale. The only difference is the transfer price: it is recorded as zero euros on the transfer declaration (form Cerfa 15776).

Here are the documents that the donor must provide:

  • The registration certificate (carte grise) crossed out with the mention “transferred on” followed by the date and time, signed by the owner
  • The Cerfa 15776 transfer declaration form, completed and signed by both parties
  • A technical inspection less than six months old (mandatory since the extension to category L)
  • A transfer code generated on the ANTS website, provided to the recipient

The recipient then has one month to request their new registration certificate on the ANTS website. After this period, late penalties apply.

Cost of the registration certificate for a small car

The registration certificate for a light quadricycle is often cheaper than that of a classic car. The regional tax depends on the fiscal power of the vehicle and the registration region. For a car without a license, the fiscal power is generally very low, which reduces the amount. The management fee and the processing fee remain due.

Insurance for the quadricycle: a step to settle before hitting the road

Driving without insurance is prohibited, even with a vehicle received as a donation. The new owner must take out at least liability insurance before driving.

Several insurers offer specific contracts for cars without licenses. Rates vary depending on the driver’s age, geographical area, and the level of coverage chosen. Comparing offers before signing avoids unpleasant surprises.

A point often overlooked: if the vehicle was insured by the previous owner, their contract does not automatically transfer to the new owner. The donor must cancel their own contract, and the recipient must take out a new one. Between the signing of the transfer and the effective subscription, the vehicle must not be driven.

Associations and platforms: where to find a donation of a small car

Receiving a small car for free most often goes through family or friends. Outside of this network, some associations redistribute donated vehicles to individuals facing mobility difficulties.

For example, Les Autos du Cœur collect vehicles from individuals and give them to beneficiaries supported in their integration journey. Eligibility criteria generally focus on the applicant’s resources and their need for mobility to access employment.

Ads between individuals on sites like Le Bon Coin sometimes mention donations of light quadricycles, but they remain rare. Patience and regular monitoring increase the chances of finding one.

The legal framework remains the same regardless of the channel: transfer declaration, valid technical inspection, online tax declaration of the manual donation, and insurance subscription by the new owner. Neglecting any of these steps turns a good deal into a source of administrative complications, or even penalties.
